Adobe Photoshop Express is a great free app for the iPhone that enables you to add all manner of effects to your images as well as crop and add borders though it does require phones running iOS7.0 or above
Snapseed is another great free app which won the iPad app of the year. It offers a range of effects as well as the capability to straighten and rotate images
Autostitch Panorama is a pay for must have app for the iPhone that enables you to stitch together multiple images in both horizontal and vertical directions to form one image
Strip Design is a pay for app for the iPhone that enables you to add images within a range of templates and then add text and other to the images
Luminance is a "pro photo editor". Add effects, choose from many built-in presets, crop the area you want, and copy edits you've made from one photo and apply them to multiple photos
Colorsplash is a pay for must have app for the iPhone that enables you to greyscale or add colour to selected parts of images
ToonPaint is a pay for app for the iPhone that enables you to add cartoon like effects to your images
Halftone turns your photos into unique vintage comics. It also lets you add paper styles, captions, speech balloons, graphic stamps, and fonts (including built-in comic fonts)
DoodleCam is a free app which adds effects to images and video with just a swipe
